E. The front cover shall be formed from one piece of polished aluminum, 26.7 + 0.635 cm (10-1/2 + 1/4”) long, including curved hinge knuckles, by 23 + 0.32 cm (9 + l/8”)wide. The bottom edge of the front cover shall overlap a minimum of 0.32 cm (1/8”) beyond the back cover of the binder. An overlap of 0.16 cm (1/16”) is acceptable provided the back cover has a thumb notch at its bottom center edge. Eight parallel embossed ridges approximately 25 mm (1”) long, spaced approximately 19 mm (3/4”) apart, and vertically located on the front cover shall be provided for reinforcement. The tops of the ridges shall be located on a horizontal plane 13 to 26 mm (1/2 .to 1“) below the front-cover hinge.
F. The two hinges shall be of the piano type, running parallel to each other the full width of the binder. Hinge pins shall be adequately secured to prevent removal.
G. The binder hinge shall be formed from the top edge of the back cover and the top edge of the binder-hinge section. The hinge knuckles shall be curved around a steel hinge pin made of corrosion resisting steel wire with a 6.35 mm (1/4”) diameter. Wire used for hinge pins shall be any of the American Iron and Steel Institute (AISI) 300 series. The binder hinge shall be equipped with 3 coiled torsion springs made of corrosion resisting steel wire each approximately 2.5 cm (1”) long, and spaced proportionally. Wire used for springs shall be AISI 301 or 302, spring temper (full- hard) and shall be 1.65 mm (0.065”) in diameter (16 gage). The tension of the springs shall be adjusted in such a manner that the bottom of the binder-hinge section (front-cover hinge) shall press firmly against the back cover. The binder hinge shall open or expand sufficiently, when covers are bent back toward a parallel position, to permit insertion and removal of papers up to a capacity of the binder, from 1 sheet to a 13 mm (1/2”) thickness of sheets of paper. The hinge pin of the binder hinge shall be flush on each side or recessed to no more than 3.2 mm (1/8”) on each side.
H. The front-cover hinge shall consist of 18 knuckles, 9 on the top edge of the front cover and 9 on the bottom edge of the binder hinge section. The 18 knuckles shall be curved around a steel hinge pin , as stated in the above paragraph, with a diameter of 2.5654 mm (0.101” - 10 gauge).
I. When specified, a lock opening shall be provided. The opening shall be a 6.4 mm (1/4”) diameter hole through both the front and back covers, centered 9.5mm (3/8”) from the-bottom of the front cover and 76 mm (3”)from the left side.
