COMMERCIAL ITEM DESCRIPTION
BINDER, NOTE PAD, SPRING-BACK

The General Services Administration has authorized the use of this Commercial Item Description in  reference to Interim Federal Specification RR-B-00300, Binder, Note Pad, Spring-Back, which has been cancelled.

This specification covers one type of aluminum, spring-back binder, suitable for firm retention of size 22 x 28 cm (8-1/2 x 11”), or smaller, sheets of paper that can be readily inserted and removed.

1. SALIENT CHARACTERISTICS:

A. Aluminum used in construction of the binder shall be 5005-H34, in accordance with ASTM B 209M, and shall be 1.3 f 0.1 mm (0.051 + 0.004”) thick. (See Fig.1)

B. The binder shall be end opening, binder hinge located at width end (smaller dimension) , and shall consist of a front cover, a binder-hinge section, a back cover, 2 hinge pins, and 3 binder- hinge springs. The binder shall be designed so that the front cover is capable of opening and closing while one sheet or a number of sheets of paper up to 13 mm (1/2”) in total thickness remains firmly secured by pressure exerted by the binder-hinge springs between the front-cover hinge and the back cover. Hereinafter, the edge of the binder equipped with the binder hinge shall be referred to as the top edge, and the side opposite referred to as the bottom edge.

c. The back cover shall be formed from one piece of polished aluminum, 30 + 0.32 cm (11-3/4 + 1/8”] long, including curved hinge knuckles, by 23 t 0.32 cm (9 + 1/8”) wide.

D. The binder-hinge section shall be formed and shall run the full width of the binder. The binder-hinge section shall be designed to separate the binder hinge from the front-cover hinge by a distance of approximately one inch.
