D. Length of the Lead. The length of the lead shall be 128 mm. +/- 5 mm. long (5 inches plus or minus 0.2 inch). Length shall be in accordance with section II. (Units and numerical values are given in accordance with the International System of Units.)
E. Diameter of the Lead. The diameter of the lead shall be 1.78 mm to 2.03 mm (0.070 to 0.080 inches). Diameter shall be in accordance with Section II.
F. Hardness of the Lead. Hardness degree shall be marked on the leads.
The hardness range shall be expressed as a “grade” as defined by ASTM C709 and be one of the following, as specified:
10H, 9H, 8H, 7H, 6H, 5H, 4H, 3H, 2H, H, HB, B, 1B, 2B, 3B, 4B, 5B, 6B, 7B, 80, 9B, 10B
The hardness of the leads shall such that no inversion shall take place as the density increases from 10B to 10H for the leads of the same brand. The grades and lack of inversions shall be certified by the vendor to be in conformance with normal commercial practice. The evidence of this conformance shall be available to the Government in the form of a chart of line densities for the full range of grades, upon request.
G. Toxicity. In the leads, no raw material that has ingredients of harmful substances shall be used, and the contents of lead, cadmium and arsenic shall be 200 ppm or less, respectively. As an alternative to the above the Pencil Manufacturer’s Association Toxicity Certification is acceptable (see section VII). The harmful substances shall be defined as the poison and injurious substances as designated in Fed.Std.313.
H. Workmanship. Leads shall be clean and free from defects which adversely affect serviceability or performance. The container shall be in accordance with the manufacturer’s best commercial practice and shall have no defects that affect serviceability or appearance.
II. Measurements.
A. Diameter. Measurements shall be taken at three points (near each end, and the middle) of each specimen. The mean of the three measurements shall determine the conformance of the specimen.
B. Length. Measurements shall be made once per month each specimen selected, using a device with precision of at least 0.1 mm.
III. Recovered Materials.
