The spring clip body shall be made from uniform, cold-rolled spring steel suitable quality to meet the opening pressure and one-sheet holding capacity of table II without fracture or permanent deformation. The clips shall be required to hold a quantity of paper of 0.127 cm (0.005 inches) thickness up to and including the maximum capacity as stated in Table II. Each clip handle shall be made from suitable hard-drawn wire that will retain its original rigidity and shape while in use.
All surfaces of the clip shall have protective finish in accordance with normal commercial practice. Dimensions and tolerances shall be stated in Table I.
Workmanship. The finished binder clip shall exhibit no evidence of jagged or rough areas. The clips shall be free from burrs, sharp or rough edges, or other defects which may injure the user or damage the paper. The binder clip shall be free from defects which may affect its serviceability, durability or appearance.
Performance testing.
A. Holding test. Clip shall be suspended by one handle. The top of a sheet of paper having a thickness of not more than 0.127 mm (0.005 inch) for small and medium clips and 0.254 mm (0.010 inch) for large clips shall be inserted between the jaws of the binder clip and shall not slip when holding a dead weight attached to the bottom of the sheet, as specified, in Table II.
B. Opening test. Pressure shall be applied to the ends of the handles until the jaws are opened to half of the maximum capacity specified. Clips shall be considered to have failed if pressures greater than or less than that specified in Table II are required.
3. Quality Assurance Provisions.
A. Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified, the supplier may utilize his own facilities or any commercial laboratory acceptable to the government. The Government reserves the right to perform any of the inspections set forth in the Commercial Item Description, where such inspections are deemed necessary to assure that supplies and services conform to the prescribed requirements.
