instruction may be enclosed with each binder. Instructions shall be legible, comprehensive, and complete.
Identification Marking. The manufacturer’s name or trademark of such known character as to be readily identifiable, shall be permanently marked by any acceptable commercial method on the inside of one cover of the binder. When specified, (see 6.f), the words “Property of U.S. Government” shall be included in the marking.
C. Materials. Metal Surfaces shall be in accordance with good commercial quality for the purpose intended. Exposed metal surfaces shall have a polished finish and shall be corrosion resistant or treated to resist corrosion, except binding mechanisms for Style B binders may be painted. Unless otherwise specified, cold-rolled steel shall have a minimum Rockwell hardness of B40, when tested in accordance with ASTM E 18.
D. Workmanship. The binders shall be well finished, clean and all edges shall be smooth. Metal parts of the binders shall be free from burrs and rough or sharp edges. Posts shall be designed and constructed for easy and ready flexing and passage through eyelets and contents of the binder without binding, fraying, spreading, or otherwise being deformed. There shall be no unfinished edges around the label holder and the construction shall be such that the binding material will not tear, fray or gull out under normal use. Binder: furnished with label holders shall be designed and fabricated in a manner that the holders will not weaken the structure of the binder nor mar smooth surfaces. The binder shall be free from defects that adversely affect appearance and serviceability or present a hazard to the user.
2. QUALITY ASSURANCE PROVISION.
A. Responsibility for Inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract, the contractor may use his own or any other facilities suitable for the Performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in this Commercial Item Description, where such inspection are deemed necessary to assure that supplies and services conform to prescribed requirements.
B. Sampling. Samples shall be selected for inspection in accordance with MIL-STD-105 using the plans described in Table I. A lot shall consist of a number of items manufactured by the same process from the same components at the same time. Random samples shall be drawn from each lot for the end item inspection. Unless otherwise specified, every lot shall be tested.
