Two pieces of white blotting paper shall be cut to a size such that they could be slipped under the ribbon and contact the full length and width of the visible portion of the ribbon. One piece of the blotting paper shall be uniformly dampened with water and slipped under the ribbon to contact it as described above. The other piece of dry blotting paper shall be placed on top of the ribbon and held in place, until such time as the dry plotting paper becomes uniformly dampened. Then, carefully remove both pieces of blotting paper and examine them and the ribbon, and adjacent binder surfaces, for conformance. Allow the ribbon to fully air dry and, again, examine for conformance (see 2.7).
4. Preparation for Delivery
Packaging, packing and marking shall be as specified in the contract or order. Packaging and packing shall be adequate to protect the binders from damage that will affect their durability, serviceability or appearance.
5. Regulatory Requirements
5.1. The offeror/contractor is encouraged to use recovered materials in accordance with Public Law 94-580 to the maximum extent practicable.
