Identification Marking. The manufacturer’s name or trademark of such known
character as to be readily identifiable shall be permanently marked by any
acceptable commercial method on the inside of one cover of the binder. When specified,
the words “Property of U.S. Government” shall be included in the marking.
C. Materials.
(1). Binding material. The binding material shall be made of vinyl meeting the physical requirements specified in Table I below:

(2). Metal components. Metal surfaces shall be in accordance with good commercial quality for the purpose intended. Exposed metal surfaces shall have a polished finish and shall be corrosion resistant or treated to resist corrosion, except binding mechanisms for Style B binders may be painted. Unless otherwise specified, cold-rolled steel shall have a minimum Rockwell hardness of 840, when tested in accordance with ASTM E 18.
(3). Paperboard. The paperboard shall have a minimum thickness of 3.0 mm (0.120”) when tested in accordance with TAPPI T 411, and shall have a minimum bursting strength of 700 points when tested in accordance with TAPPI T 807.
D. Workmanship. The binders shall be well finished, clean and all edges shall be smooth. Metal parts of the binders shall be free from burrs and rough or sharp edges. Posts shall be designed and constructed for easy and ready flexing and passage through eyelets and contents of the binder without binding, fraying, spreading, or otherwise being deformed. There shall be no unfinished edges around the label holder and the construction shall be such that the binding material will not tear, fray or pull out under normal use. The paperboard shall be free from surface lumps, indentation and mechanical imperfections, and be reasonably smooth and flat. The binder shall be free from defects that adversely affect appearance and serviceability or present a hazard to the user.
