D. Size 1 protectors shall have round or oblong holes and fit easily into a standard three ring binder having 4-1/4 inch center to center distance between rings. The long axis of the oblong holes shall be parallel to the width dimension. The round holes shall be 1/4 + 1/32 inch in diameter. Oblong holes shall be 3/8 + 1/16 inches long by 1/4 + 1/32 inches wide. The 3/8 inch dimension shall be perpendicular to the binding edge. The center line of the holes shall be 3/8 inch + 1/32 inch from the binding edge.
E. Size 2 protectors shall be provided with oblong holes only. These oblong holes shall be similar to those described in the Size 1.
F. The plastic shall be clear and sufficiently transparent so that typed documents shall be easily legible under typical office lighting conditions through one thickness of the plastic.
G. Workmanship, Protectors shall be free of dirt, rips, scratches, blisters, discoloration, and any other defects which may affect the durability, appearance or serviceability. All protectors shall be squarely and uniformly cut.
2. Tests.
A. Burning Resistance
The burning rate of the plastic sheet shall not be greater than 1-1/2 inches per second when tested as specified in ASTM D 568.
B. Hole Strength
Remove the black album paper. Place a commercial binder ring with a five (5) pound weight attached through one of the punched holes of the plastic sheet (triple thickness). The punched holes shall be capable of sustaining the five (5) pound weight for a sixty second period of time without tearing or ripping. All three punched holes of the plastic sheet shall be tested in this manner.
3. Quality Assurance.
Responsibility for inspection, unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified, the supplier may utilize his own facilities or any commercial laboratory acceptable to the government. The Government reserves the right to perform any of the inspections set forth in the Commercial Item Description, where such inspections are deemed necessary to assure that supplies and services conform to the prescribed requirements.
