E. Workmanship . The roll shall be free from pinholes, breaks, or blisters; free from ragged or nicked edges, foreign matter or other defects which may adversely affect performance or serviceability. The ink roll shall be free from defects which may affect performance or serviceability and which may present a hazard to the user.
F. Shelf Life: Ink rolls shall have a shelf life of two years after delivery, shall be capable of withstanding
normal usage and handling, and shall pass the performance test (see section II).
II. Performance test. Select one sample and place in the machine designated for its use in the contract and operate the machine in the normal manner until one full page of writing is complete. During the course of the test operation, the ink roll shall be observed to ensure that it is not binding or twisting so as to interfere with proper machine operation. Upon completion of the test, the printed matter shall be
examined to ensure that the quality of print is uniformly dark and with no blank spots, light spots, or discontinuities. The ink roll shall not be the cause of improperly aligned characters. Failure to comply with any of these requirements shall be cause for rejection.
As an alternative to the prescribed performance test, the contractor shall supply a certification from the equipment manufacturer that the element, identified by part number has been tested and shall function properly on the equipment for which it was designed. Selected samples shall then be tested on any compatible printer for the print quality defined above.

III. Regulatory requirements. The offerer/contractor is encouraged to use recovered materials in accordance with Public Law 94-580, as amended, to the maximum extent practicable.
IV. Hazardous material requirements.
A. Toxiciy. Use of any toxic substance must be in accordance with all applicable federal statutes. The use of any known carcinogens as ingredients is prohibited. The harmful substances shall be defined as the poison and injurious substances as designated in Fed Std. 313. The vendor shall prepare acertification that the inks conforms to the above requirements.
