3.5 The case and lead colors shall be imprinted with any other identifying markings consistent with normal commercial practices.

3.6 The diameter of the round pencil shall not be less than .74 cm (.290 inches) nor more than .8 cm (.315 inches). The thickness of the hexagonal pencil, measured across flats, shall be not less than .7 cm (.265 inches) nor more than .78 cm (.295 inches) see table 1.

3.7 The coloring shall consist essentially of pigments with or without dyes as required. The lead shall not contain aniline or other dyes which are water soluble and can be absorbed by paper.

3.8 The pencil vendor shall certify the following by published data for the vendors supplier for the pencil leads.

3.8.1 Wax content shall not be more than 35 %by weight of the lead when tested, breaking strength shall average not less than 850 grams, all colors shall be fast to water (65° F + 5° F) and shall not smear, and shall be fast to light.

3.9 Workmanship. Pencils shall be clean and flee from splits, splinters, blisters and any other defects which adversely affect appearance, serviceability or performance.

4. Regulatory Requirements. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).

5. Quality Assurance Requirements.

5.1 Product Conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the producer’s own drawings, specifications, standards and quality assurance practices and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance.
