2.2. Construction. The stock shall be leather-grained or crushed grain on the outside surface. The binder shall accommodate sheets 30 x 22 cm (11” x 8-1/2”) (first dimension is binding side). The capacity of the binder shall be not less than 0.95 cm (3/8”), and shall be equipped with three double-prong metal fasteners with matching eyelets, suitable for use with the binders, permanently affixed to a W-type spine and spaced 10.8 cm (4-1/4”) center to center. All corners shall be rounded. A panel, not less than 5.4 cm (2-1/8”) high by 10.8 cm (4-1/4”) wide shall be embossed on the outside of the front cover. Each binder shall be permanently market with the name or trademark of the manufacturer.
2.3. Color. The color of binders shall be as specified in the contract or purchase order (See 7.2).
2.4. Workmanship. The binders shall be free from any defects which may affect appearance or serviceability.
3. Quality assurance: The product provided shall meet the salient characteristics of this Commercial Item Description, conform to producer’s own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance.
4. REGULATORY REQUIREMENTS:
Certification (paperboard). The contractor shall certify that the paperboard used in the manufacture of this item contains a minimum of 20% Post Consumer Recovered Material (PCRM) in accordance with
Code 40 of the Federal Regulations Part 247, Comprehensive Guideline
for Procurement of Products Containing Recovered Materials; Final Rule. The
Government reserves the right to require proof of such conformance prior to
first delivery, and thereafter as may be otherwise provided for under the
provisions of the contract.
5. PACKAGING, PACKING AND MARKING: Packing, packing and marking shall be
as specified in the contract or purchase order.
6. REFERENCED DOCUMENTS: The issues of the referenced documents in
effect on the date of the solicitation for offers or request for proposals
shall be used to determine conformance with the requirements of this Commercial
Item Description.
