4. QUALITY ASSURANCE: The product provided shall meet the salient characteristics of this Commercial Item Description, conform to producer’s own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market. The government resemes the right to require proof of such conformance.

5. REGULATORY REQUIREMENTS:

5.1. Certification (Paperboard). The contractor shall certify, that the paperboard used in the manufacture of this item contains a minimum of 80% Post Consumer Recavered Material (PCRM) in accordance with Title 40 of the Code of Federal Regulations Part 247, Comprehensive Guideline for Procurement of Products Containing Recovered Materials; Final Rule. The Government reserves the right to require proof of such conformance prior to first delivery, and thereafter as may be otherwise provided for under the provisions of the contract.

5.2. Certification (Plastic). The contractor shall certify that the plastic used in the manufacture of Type II binders contains a minimum of 25% Recovered Material (RM) in accordance with Title 40 of the Code of Federal Regulations Part 247, Comprehensive Guideline for Procurement of Products Containing Recovered Materials; Final Rule. The Government reserves the right to require proof of such conformance prior to first delivery, and thereafter as may be otherwise provided for under the provisions of the contract.

6. Packaging, Packing and marking. Shall be as specified in the contract or purchase order (see 8.5).

7. REFERENCED DOCUMENTS: The issues of the referenced documents in effect on the date of the solicitation for offers or request for proposals shall be used to determine conformance with the requirements of this Commercial Item Description.
