3.2. Construction. The binder shall be constructed to meet the dimensional requirements of Table I below. An inside flap pocket shall be provided. The pocket shall be unlined with a molded border sealed to the inside of the front cover along the left edge and across the bottom. The top of the flap shall be sloped down at approximately a 10 degree angle, with 1-1/4 radius at the turn to the side of the flap. The ribbed back at the folding point shall contain 5 single bar scores. The inside back cover shall be die cut in a straight line 3.8 + 1.3 cm (1-1/2” + 1/2”) from the top, with a round hole at each end. The die cut is to accommodate the back board for a note pad. All corners of the binders shall be round.

3.3. Identification marking. The binders shall be legibly and permanently market with the name or trademark of the manufacturer. These markings shall be placed on the inside of either, or both, covers so as-to be readily visible upon opening of the binder. When specified, the words “Property of U.S. Government” shall be included in the marking (see 8.4).
3.4. Workmanship. The finished binders shall be free from any defects which detract from the appearance, constitute a personal hazard, or may impair their serviceability.
