4. Quality Assurance Provisions.
4.1 Product Conformance. The products provided shall meet the salient characteristics of this commercial item description. The quality of the product sold to the government shall be equal to or better than the quality of the product sold by the manufacturer in the commercial market. The government reserves the right to require proof of such conformance.
4.2 Performance Testing:
4.2.1 Select one sample ribbon and place in the machine designated for its use in the contract and operate the machine in the normal manner until the ribbon has run its full course and is wound from one side to the other. During the course of the test operation, the ribbon shall be observed to ensure that it is not binding or twisting so as to interfere with proper printing. Upon completion of the test, the printed matter (the product of the ribbon printing test), shall be examined to ensure that the quality of print is uniformly dark and with no blank spots, light spots, or discontinuities. Failure to comply with any of these requirements shall be cause for rejection after testing in accordance with ASTM F 92.
4.2.2 As an alternative to the prescribed performance test, the contractor may supply a certification from the equipment manufacturer that the ribbon, identified by part number has been tested and will function properly on the equipment for which it was designed. Selected samples will then be tested on any compatible printer for the print quality defined above.
4.2.3 If the equipment manufacturer refuses to certify the ribbon or tape, then the ribbon manufacturer may then certify that the ribbon manufacturer (contractor) guarantees that the ribbon or tape will function properly on the equipment for which it has been designed.
4.2.4 Ribbon Condition (end of test). Ribbon shall withstand the test without signs of excessive frayed edges, excessive curling, or the development of holes. Excessive shall be interpreted to mean when frayed edges or curling (1) is the cause of broken characters or (2) interfere with proper ribbon feed.
5. Packaging:
5.1 Packaging, packing, palletization and marking shall be as specified in the contract or order.
