3.1.4 The contractor shall use his commercial standard practice to ensure the pads do not fall out during normal use.
3.1.5 The inside dimensions of the container base shall be less than the dimensions given for the respective pad sizes, Pad inserts shall not make contact with the cover, when closed.
3.1.6 Each container shall be permanently and legibly marked with the name or the trademark of the manufacturer.
3.1.7 Pads shall absorb and hold sufficient amount of ink to avoid frequent re-inking. When the pads are re-inked they shall absorb the ink readily.
3.1.8 When the stamp is applied to the inked pad, the face of the type of the stamp shall be evenly inked and produce sharp and uniformly intense impression. Surplus ink shall not adhere to the shoulder or the sides of the type.
3.2 Workmanship. The stamp pads shall be free of any defects which affect appearance or impair serviceability, including, but not limited to superfluous coating of any kind, burrs, scratches, or discoloration, niches, dents, rough edges, scratches, crinkling, imbedded foreign matter, or any imperfections which will impair serviceability and adversely affect the appearance or which might constitute a personal hazard to the user.
4. Regulatory Requirements: The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
5. Quality Assurance Requirements:
5.1 Product Conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the producer’s own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance.
6. Packaging:
6.1 Preservation, packing, and marking shall be as specified in the contract or order.
