F. Workmanship. The film shall be free from pinholes, tears, streaks, or blisters; the imaging material smoothly and evenly applied and of a uniform thickness; and the finished ribbons free from ragged or nicked edges, foreign matter or other defects which would adversely affect performance or serviceability and which would present a hazard to the user.
G. Shelf Life: Ribbons shall have a minimum shelf life of one year after delivery and shall be capable of withstanding normal usage and handling and pass the performance test (see section II).
II. Performance test. Select one sample ribbon and place in the machine designated for its use in the contact and operate the machine in the normal manner until the ribbon has run its full course and is wound from one side to the other. The full course shall include reversal and continuous operation for at least one quarter of the return length of the ribbon. During the course of the test operation, the ribbon shall be observed to ensure that it is not binding or twisting so as to interfere with proper printing. Upon completion of the test, the printed matter ( the product of the ribbon printing test), shall be examined to ensure that the quality of print is uniformly dark and with no blank spots, light spots, or discontinuities. Failure to comply with any of these requirements shall cause for rejection.
As alternative to the prescribed performance test, the contractor may supply a certification from the equipment manufacturer that the ribbon, identified by part number has been tested and shall function properly on the equipment for which it was designed. Selected samples shall then be tested on any compatible printer for the print quality defined above.
If the equipment manufacturer refuses to certify the ribbon, then the ribbon manufacturer may then certify that the ribbon manufacturer (contractor) guarantees that the ribbon shall function properly on the equipment for which it has been designed.
III. Regulatory requirements. The offeror/contractor is encouraged to use recovered materials in accordance with Public Law 94-580, as amended, to the maximum extent practicable.
IV. Hazardous material requirements.
A. Toxicity. Use of any toxic substance must be in accordance with all applicable federal statutes. The use of any known carcinogens as ingredients is prohibited. The harmful substances shall be defined as the poison and injurious substances a designated in Fed Std. 313. The vendor shall prepare a certification that the ink conforms to the above requirements.
