COMMERCIAL ITEM DESCRIPTION
RINGS, LOOSE-LEAF BINDERS
The General Services Administration has authorize the use of this Commercial Item Description all Federal Agencies.
1. Scope: This Commercial Item Description covers loose-leaf binder rings made of steel.
2. Salient Characteristics:
2.1 Rings shall be circular in shape. Each ring shall consist of two halves fastened together by hinged joint construction with a rivet of a suitable commercial grade steel. Each ring half opposite the rivet shall have interlocking teeth designed to keep the ring securely closed. The dimensions of the ring are figured on the basis of the center part of the ring, left to right, with the riveted portion at the bottom center.
2.2 Rings and rivets shall be made of steel, having a hardness of not less than 65 on the Rockwell B scale, according to ASTM method E-18.
2.3 Ring sizes shall be specified in Table I. Size is defined as the inside ring diameter. The rings shall have a bright finish.
2.4 Workmanship. Rings shall be free from defects which may adversely affect appearance or serviceability.
3. Regulatory Requirements: The offeror/contractor is encouraged to use recovered materials to the maximum extent practical, in accordance with paragraph 23,403 of the Federal Acquisition Regulation (FAR).
