3.2.5. Suspension (Hanger) Bars. Suspension (hanger) bars shall be designed for use with binders, racks or cabinets. Bars shall be compatible for use with the binder rack or cabinet specified (see 8.1.4).
3.2.6. Label Holder and Label. When specified, a label holder and label shall be provided in accordance with normal commercial practice, except that label holders shall not be of the cellulose nitrate type. Label holders shall be of the size and location on the binder as specified (see 8.1.6). Unless otherwise specified, the label holder shall be built into or otherwise, securely attached to the binder and shall be non-removable. The label holder shall be constructed so that the label can be readily inserted, removed and in the manner that the label will be retained and not fall out when binder is in normal use.
3.2.7. Identification Marking. The manufacturers name or trademark of such known character as to be readily identifiable shall be permanently marked by any acceptable commercial method on the inside of one cover of the binder. When specified, the words “Property of U.S. Government” shall be included in the marking.
3.3 Materials.
3.3.1. Coated cloth.
3.3.1.1. Base cloth (Binding material). The base cloth, used as binding material, shall be a balanced woven cotton cloth weighing not less than 82.2 grams (2.9 OZ) per square yard and shall have not more than 3 percent nonfibrous material.
3.3.1.2. Coating compound. The coating compound shall be virgin plastic formulated from any of the following materials: ethyl cellulose, cellulose acetate, polyvinyl chloride, or polyvinyl chloride-acetate. Plasticizer shall be adequate to provide flexibility for resistance to drying and cracking of the finished coated cloth when binders are in use. The coating shall not flake or crack through to the base cloth. The weight shall not be less than 170.1 grams (6.0 oz) per square yard.
3.3.1.3. Finished coated cloth. The finished coated cloth shall consist of the base cloth and the coating compound. The base cloth shall be evenly and smoothly coated with coating compound on the face side. The finished cloth shall have a minimum breaking strength of 200 Newtons (45 lbf) in the warp direction, and 178 Newtons (40 lbf) in the filling direction, when tested in accordance with Fed.Std.191/5100. The weight of the finished cloth shall be not less than 252.3 grams (8.9 oz) per square yard, when tested in accordance with Fed.Std.191/5041. The finished coated cloth shall have a colorfastness to crocking rating of at least “good” when tested in accordance with Fed.Std.191/5651. Unless otherwise specified, the coated cloth shall have a shallow grain finish.
